M R Hegde

Mr. M R Hegde previously held the position of legal advisor to the Governor of Karnataka and, in an ex-officio capacity, served as the State Election Commissioner of Karnataka. Mr. Hegde was also the Secretary to the Government of Karnataka in the Department of Parliamentary Affairs and Legislation. Having earned his law degree from the University Law College, Dharwad, Hegde underwent training in Legislative Drafting at the Institute for Advanced Legal Studies, University of London, in 1989. His professional journey commenced as a lawyer in the Sirsi Court, followed by entry into the Karnataka Judicial Service in 1978. Hegde's illustrious legal career took off as a Munsiff in Udupi and later as the Metropolitan Magistrate in Bangalore. Since 1996, Hegde has been serving as the Secretary of the Department of Parliamentary Affairs and Legislation.

From 2004 to 2009, Mr. Hegde served as the Karnataka State Election Commissioner, actively participating in the delimitation of Parliament and Assembly constituencies of Karnataka in 2005-06. He played a crucial role as a Member of the Legal Task Force addressing the removal of encroachments on Government-owned land from 2009 to 2011. Furthermore, Hegde served as an ex-officio member of the Central Delimitation Commission and held the position of Legal Advisor to the Governor of Karnataka from 2011 to 2014.
